My roadbed is cork glued down using Dap brand adhesive for $1.5 (US d) for a 16oz tube. I used Liquid Nails for foam to attach the foam to the framework, every where wood touches the foam. You could give the surface of the foam a slight roughing up with a wire brush just to give the glue a better surface to key onto.
