WebI've been sitting on a cypher for about half a year now. Unless you run the Xur lottery a lot and roll that 2nd exotic, it's not really an issue to just hang onto it, most of the older gear can't really be used outside of just messing around. You can also get a shot at higher pieces doing the weekly TW and M0 quests on those bonus weeks. Not ideal, but it doesn’t shut out people unless you don’t do any kind of group content at all which I totally understand.

You have the answer in your post. Sandworn gear is the solo/outdoor method of getting Tier so there's nothing to change. What you get as drops isn't upgradeable once you obtain it. But if you spend more cyphers of the first ones at the research console in Exile's Hollow, the drops in the zone will increase in ilvl (up to 252) from quests and chests.
