WebI think that depends on how you personally define "Tempo" in cEDH. Najeela Tempo is a combat-oriented tempo deck that wins through infinite combat damage (with help from Nature's Will, Druid's Repository, or Derevi, typically). While not as popular anymore, Edric Turns can still get the job done as a Tempo deck.

WebOf course Najeela doesn't completely dominate - there are lots of random factors like turn order and the luck of the draw that make cEDH anyone's game. There's no card draw in the command zone, which is the only weakness of the deck, otherwise, it's hard to argue anything else even comes close.
